Non-profits often handle disaster relief. In many countries, non-profits are fighting the COVID-19 pandemic. The Chinese non-profit sector contributes little to the fight. This article examines the causes of the Chinese non-profit sector’s limited involvement in the pandemic and its effects from a government-non-profit relationship perspective. This article argues that a strong and centralized political regime limits non-profit involvement in emergency relief, leaving the non-profit sector vulnerable and marginalized. COVID-19 requires non-profits to work smarter with the government.
